NEW YORK – A federal judge has dismissed a challenge to a portion of the quartz-surface tariffs placed on U.S. imports from India. Judge Leo M. Gordon of the Court of International Trade ruled against Pokarna Engineered Stone Ltd. The company argued that the U.S. Commerce Department should have completed a sales analysis of paid sample sales and then excluded them from the general sales totals used in the investigation. The judge ruled there’s no mandate in federal law requiring a sales analysis.
